Sauti Project (Sauti-TZ) is a new 5-year USAID-funded project that will support comprehensive community-based HIV prevention programming for key and vulnerable populations in Tanzania. EngenderHealth Tanzania is a partner to Jhpiego-Tanzania in the implementation of this project. The goal of Sauti-TZ is to contribute to the improved health of all Tanzanians through a sustained reduction in new HIV infections in support of the Government Tanzania through deploying new, and/or enhancing existing, vulnerability-tailored high-quality combination HIV prevention; positive health, dignity and prevention (PHDP); and family planning (FP) and other services for key and vulnerable populations (KVP) in selected regions of Tanzania.  Anticipated project results include:  1) Increased and timely use of HIV prevention and FP services; 2) Improved positive behaviors and social norms at the individual and community levels; 3) Reduced vulnerability of women through novel structural interventions; and 4) Increasingly sustainable comprehensive HIV prevention services for KVP.
Engender Health is seeking applications from highly qualified Tanzanian candidates to fill in Senior Program Officer SBCC/Key populations position for Sauti-TZ Project.

Job summary:
The SPO for Key Populations, based in Dar es Salaam, will provide expert technical assistance to develop and implement HIV prevention and support programing targeting at risk groups in the project’s priority regions. Working with female sex workers (FSW) and men who have sex with men (MSM), s/he will support formative research, program strategy, intervention planning and implementation and monitoring and evaluation activities, which will contribute to a sustained reduction in new HIV infections in Tanzania. The SPO will develop and manage the project’s behavioral interventions, and support coordination and collaboration with the project’s biomedical and structural interventions.

Responsibilities:
The SPO will report to, and work closely with the Senior Technical Advisor for SBCC. S/he will also work closely with other program staff including the Senior Technical Advisor for Gender. The SPO will help supervise Program Officers working with key populations in the project’s start-up regions of Dar es Salaam, Iringa, Mbeya, Mwanza, and Njombe. The SPO will also support, advocate and advise national ministries and decentralized government authorities, training and research institutions, and civil society organizations, to address the needs of key populations.

Specific responsibilities:
Work with individuals, small groups and communities, using evidence-based approaches and best practices to address constraints and opportunities in all aspects of comprehensive HIV prevention for key and vulnerable populations
Provide technical direction to the Project’s leadership agenda and field programming for KVP efforts
Design and deliver structured community-based peer education and outreach interventions to identify, mobilize and support FSWs and MSM to encourage behavior change
build the capacity of KVP-centric or KVP-run NGOs/CBOs to establish and/or support community-based peer education hubs operating out of DICs or other KVP locations
Support work with the clients of sex workers, brothel owners, the police, and justice system to tackle structural constraints and underlying vulnerabilities of FSWs and MSM
Lead the development of KP strategy and interventions to promote KP-friendly SBCC packages and services, and transform harmful social norms, in collaboration with project staff, MoHSW, TACAIDS and USAID’s other partners
Ensure the SBCC strategy effectively promotes improved gender norms and behaviors, and supports proven and promising KP-friendly approaches
Lead and conduct formative research, segmented by KVP group, age, gender and other vulnerabilities to inform programming, contribute to hot spot identification and mapping, and as relevant pretest and scale up innovative approaches (Formative assessment activities may include interviews, surveys, focus groups, literature reviews and/or observations).
Support the development of a strategic mix of communications targeting KVP, including community radio programs, social networking sites, SMS, and, WhatsApp, to influence and support positive behaviors and catalyze normative change within and between KVP groups
Support and scale up structured community-based peer education and outreach interventions with KVP to respond to the needs of HIV- and HIV+ people
Support the development of PE curricula and other SBCC materials for individual and small group counseling and dialogue on HIV prevention, FP knowledge and skills and gender transformation
Build the capacity of national, regional and district levels to provide KVP-program specific oversight, supportive supervision, and mentoring for providers and facilities
Identify, train and mentor a KVP focal person in RHMTs/CHMTs to coordinate KVP service delivery and training activities.
Actively follow academic research and debates, and participate in technical conferences, and meetings on gender transformative programming, male engagement, gender-based violence, and HIV prevention with at-risk-populations. This includes staying up-to-date in epidemiological, behavioral and programmatic research.
Assist in the preparation of annual work-plan, budgets, performance reports and quarterly reports as needed
Represent EngenderHealth effectively in technical panels, committees, etc.
Support and contribute to EngenderHealth’s global and country strategies and ensure that technical support is aligned with organizational priorities
Participate in identifying funding opportunities and supporting development of proposals

Education, experience & certifications:
Advanced university degree in social sciences, public health, communications, international development, or related field
Minimum of five years’ progressive experience working with KPs, and familiarity with internationally recommended policies
Minimum of five years’ experience of supporting SBCC HIV prevention programming

Knowledge, skills and abilities:
Experience in peer health education, community engagement, gender norms transformation, demand creation and media
Experience in the design of communications messages and materials, including pretesting and use of qualitative methods for KPs
Experience in building the capacity of local NGOs/CBOs/FBOs in Tanzania
Excellent interpersonal skills (e.g., active listening, cultural competence, responsiveness)
Excellent writing skills
Proven ability to operate effectively in team environment and identify opportunities for collaboration across project teams.
Ability to maintain confidentiality of sensitive information.
Ability to balance completion of designated projects, both short and long term, with the execution of routine duties.
Ability to meet short deadlines and willingness to work additional hours to meet deadlines.
Computer competence including Microsoft Word, PowerPoint and Excel.
Written and oral English and Swahili fluency

1. DEPUTY MANAGING DIRECTOR

Nature and Scope
The successful candidate will report to the Managing Director. Key Responsibilities:
1. Nature and Scope
The successful candidate will report to the Deputy Managing Director and functionally to the Deputy Managing Director. She/he will be responsible to provide leadership and steer the development and expansion of the bank’s core business operations, ensuring effective and efficient operational policies and procedures are in place and maintaining a high level of performance.

Key Responsibilities
1. Develop business strategies and plans for the bank and oversee their implementation.
2. Identify and develop new projects using the programme and value chain approaches.
3. Undertake research and analysis of the national economy and business environment to support the strategic planning process and business development.
4. Develop and market products and services of the bank.

The successful candidate will report to the Deputy Managing Director. She/he will be responsible to implement policies, procedures, decisions and strategies for financing development projects and activities. She/he will be undertaking projects appraisal and coordinate approval processes, structuring and control of related loans and other types of finance.

Key Responsibilities
1. Develop and Implement the bank’s investment and related policies,
2. Obtain client information necessary for the appraisal of the investment propositions, review financial, technical, economic, social, environmental or any other parameters affecting or that could influence projects and incorporate appropriate mitigation factors.
3. Ensure thorough risk control in investment appraisals, and such appraisals are preferably done by teams comprising of individuals with varied professional backgrounds.
4. Submit Investment Memorandum in relation to proposed financing facilities and ensure smooth processing of all applications.
5. Prepare and ensure issuance of offer letters to the client based on the approved Investment Memorandum.
6. Maintain and regularly update investment approval pipeline, ensuring that all conditions precedent are met timely to facilitate mobilization of funding and disbursements as per schedule.
7. Review investment and related policies, manuals, processes and procedures regularly for identification of areas needing improvement and submit the same for supervisor’s review and action.
8. Maintain good working relationship with other divisions, zones, departments and units as well as external stakeholders.
9. Review and coordinate designing and implementation of departmental work plans and cooperate with other departments within the Directorate so as to ensure that the division plans are well and timely planned.

11. Liaise with Project Procurement and Technical Department to ensure that project service providers are sourced competitively and incorporated in the Investment Memorandum.
12. Contribute to the overall strategy formulation in discussions with the Directorate in bringing market knowledge, competitor analysis, trade flows and innovative “deal” structures in order for the strategy to reflect the market.

Key Responsibilities
1. Advise management on the bank’s credit management policy and liaise with other departments to ensure compliance with the bank’s policy and relevant procedures.
2. Administer the bank’s loan portfolio.
3. Ensure proper supervision and monitoring of projects under implementation and operating borrower companies.
4. Ensure timely submission of periodic reports on production, sales, finance and investment for operating borrower companies.

5. DIRECTOR, MANAGED FUNDS

Nature and Scope
The successful candidate will report to the Deputy Managing Director. She/he will be responsible for administering special funds placed at the disposal of the bank from the Government through Ministry of Finance, Bank of Tanzania and other Government Agencies for various projects as proposed by the government.

Key Responsibilities
1. Solicit funds for administration and projects for management.
2. Collection of non-interest income for the bank.
3. Collection of loans from beneficiaries and remitting the same to principals (Fund owners).
4. Collection of management fees from respective clients and agencies and remitting the same to the bank.
5. Administering all disbursements to beneficiaries and making sure the funds are utilized for the intended purposes.
6. Periodic monitoring and supervision of all projects.
7. Preparation and submission of periodic reports to principals.
8. Attending technical and steering committees arranged by Principals.
9. Preparation of Books of Accounts for auditing of all funds managed by the Directorate.

Nature and Scope
The successful candidate will report to the Managing Director. She/he will be responsible for advising the Board of Directors, Managing Director, Management and staff on all legal issues affecting the bank’s operations.

Key Responsibilities
1. Coordinate matters pertaining to the administration of Board affairs, Board appointments, meetings and all related issues as required by law.
2. Provide expert, written or oral, legal opinion to the Managing Director, various committees, Board of Directors and the Departments.
3. Prepare, execute and register all contracts and legal documents.
4. Act as a solicitor, prepare documents for civil suits/litigation, advise on the retention of lawyers or conduct court cases for the bank.
5. Check all legal issues pertaining to loan applications before, during and after approval to ensure the bank’s interests are safeguarded.
6. Co-manage receiverships with the bank’s appointed Receivers/Managers in all receiverships.
7. Liaise with Companies Registrar and file annual returns accordingly.
8. Prepare plans and budgets for the Directorate.

Qualifications, Knowledge, Experience

7. DIRECTOR, FUNDS MOBILIZATION
Nature and Scope
The successful candidate will report to the Managing Director. She/he will be responsible to ensure that the bank is well funded, funding costs are well managed and all regulatory limits are well observed.

Key Responsibilities
1. Prepare and manage the bank’s funding strategy.
2. Maintain constant communication with long term fund providers to ensure consistency in the bank’s funding plan.
3. Advise the Management on the overall cost of funds for the bank.
4. Advise and source long term financing.
5. Advise the Management on any available investment opportunities.
6. Prepare documents required for fundraising and coordinate with external advisors where appropriate in sourcing longer term financing.
7. Ensure that there is enough liquidity for recurring and maturing obligations.
8. Coordinate the Assets and Liabilities Committee (ALCO) of the bank.
9. Custodian of asset pricing for the bank.
10. Manage liquidity of the bank.
11. Ensure continuous engagement with the Government to solicit additional investment into the bank.
12. Preparation of quarterly ALCO reports for submission to the Board.
13. Review work performance of staff in the Directorate including their development and welfare in line with the bank’s policies and objectives.
14. Perform any other related duties as assigned from time to time by the Managing Director.

Qualifications, Knowledge, Experience
1. Must possess a Bachelor Degree/Advanced Diploma in Finance, Commerce, Accounting, Banking or related discipline and related Post Graduate degree from a recognized University/Institution.
2. Must possess Treasury dealing qualifications.
3. Minimum of seven (7) years’ working experience in Asset and Liability Management (ALM) role in a banking/financial institution of which, five (5) must be in a senior position in related function.
4. Strong written and oral communication skills.
5. Computer skills, with intermediary Excel knowledge.

8. CHIEF INTERNAL AUDITOR
Nature and Scope
The successful candidate will report functionally to the Board and administratively to the Managing Director. She/he will be responsible to provide an independent and objective appraisal of the existence and effectiveness of financial, accounting and operational systems within the bank. She/he will work closely with Director of Finance and External Auditors, in the preparation of the financial reports including tax computation and ensuring compliance with the guidelines from the regulating bodies.

Key Responsibilities
1. Plan, budget and schedule audit operations within the bank.
2. Prepare and update the Board Audit Charter, Internal Audit manual, audit policies, procedures and systems.
3. Review, appraise and report upon the soundness, adequacy and application of financial and other management controls.
4. Conduct special audits and investigations and; present management audit reports to the Board.
5. Analyze data for evidence of deficiencies in control, duplication of effort, extravagance, fraud or lack of compliance with approved management policies, procedures, laws and government regulations.
6. Ensure that audit reports and recommendations including those by the external auditors and Bank of Tanzania (BOT) examiners are implemented.
7. Review work performance of staff in the Directorate including their development and welfare in line with the bank’s policies and objectives.
8. Perform any other related duties as may be assigned from time to time by the Managing Director/Board of Directors.

Qualification, Knowledge and Experience
1. Must possess a Bachelor Degree/Advanced Diploma in Accounting, Commerce or related discipline and relatedPost graduate degree from a recognized University/Institution.
2. Must possess membership of a professional accounting body such as CPA, ACCA,CISA or equivalent.
3. Minimum of seven (7) years’ working experience in a banking industry of which, five (5) must be in a senior position in related function.
4. Knowledge of IFRS, IAS and the bank’s financial reporting process.
5. Ability to interpret Central Bank policies and Financial Regulations.
6. Computer Literate

9. HEAD, RISK AND COMPLIANCE
Nature and Scope
The successful candidate will administratively report to the Managing Director whilefunctionally will report to the Board Audit and Risk Committee. She/he will be responsible for facilitating the development of sound risk practices and technologies for the bank and in collaboration with business units and other specialists, partnering with them in identifying best practices and control gaps. She/he will also assess risk of new processes and procedures, products, and provide policy recommendations based on findings.

Key Responsibilities
1. Ensure that the bank is in compliance with all the applicable internal procedures and external regulatory requirements.
2. Prepare and review risk management reports and; ensure limit excesses, exception and non-compliances are promptly addressed.
3. Develop a sound long term strategic direction and implementation plan for the bank’s risk policies.
4. Manage and review the adequacy of risk analysis process, risk ratings and stress testing as part of Credit Risk process.
5. Provide mechanisms for the bank’s compliance with risk capital allocation subject to regulatory requirements.
6. Review credit reports prepared by the Credit Risk Officer and make appropriate recommendations where a product is leading to higher losses and prepare early warning reports.
7. Coach, mentor and develop junior risk specialists and ensure consistent application and interpretation of risk policies to all bank’s staff.
8. Review adequacy and appropriateness of the information used in the evaluation of the customer credit applications done by the Credit Risk Officer.

She/he will supervise the financial budgeting process and reporting, payment to suppliers, disbursement of loans as well as formulation of controls to safeguard the financial resources of the bank.

Key Responsibilities
1. Co-ordinate budgeting exercise including production of regular budget reports and budgetary control.

She/he will also be responsible for the day to day administrative functions of the Zonal Office.

15. MANAGER, PAYMENTS AND DATA ASSURANCE
Nature and Scope
The successful candidate will report to the Director of Finance. She/he is responsible for data quality and their capture in the banking system, payment to all service providers of the bank including statutory payments as well as providing payment services to bank staff & proper maintenance of the General Ledger. She/he is also responsible to account for and manage taxes arising from payments that the bank makes such as withholding tax and Value Added Tax.

Key Responsibilities
1. Ensure that all financial transactions (both own and for managed funds) are properly accounted for in the banking and other accounting systems by reviewing the data capture journals on daily basis and maintaining the relevant accounting records properly.
2. Review the General ledger accounts and ensure that all accounts are properly described and classified as per approved chart of accounts.
3. Responsible for opening new internal accounts.
4. Handle the banks payments to service providers and resultant taxes including VAT and withholding tax.
5. Account for staff loans – both payments and collections.

22. SENIOR ICT SECURITY OFFICER
Nature and Scope
The successful candidate will report to the Manager, Hardware and Network Administration. She/he will be responsible for ICT security design, implementation, documentation and performance tuning of bank systems. She/he will be responsible for ensuring all systems are in line with information security requirements of the bank, maintaining up-to-date knowledge of the ICT Security Industry including awareness of new or revised security solutions, improved security processes and the development of new attacks and threat vectors.

Key Responsibilities
1. Coordinate development and implementation of information and Communication Technology (ICT) strategy in order to facilitate and support smooth operations for the bank.
2. Participate in advising Management on suitability of existing and new security solutions in ICT infrastructure.
3. Responsible for ICT security assessment including penetration testing, prioritization of ICT risks and identification of relevant security controls for implementation in the ICT infrastructure.
4. Responsible for designing, implementation, and documentation of ICT security solutions within the bank.
5. Ensure that planning and development of ICT security solutions is designed and carried out in an orderly, cost effective and efficient manner.
6. Ensure that all new implementations of security solutions are in-line with the bank’s security requirements; and that certified best practice is always followed.
7. Ensure confidentiality and integrity of data at rest or while in transit between end point devices, servers and other systems including outsourced systems.
8. Manage bank network security infrastructure including firewalls, routers and switches
9. Establish, maintain and manage user’s accounts, installs, modifies and maintains systems and utility software on server computer systems. Provides server support related to other software.
10. Oversee the designing and maintenance of procedures, rules and regulations for the development and application of the ICT infrastructure.
11. Ensures high availability and acceptable levels of performance of mission critical host computer resources.
12. Develop procedures to maintain security and protect systems from unauthorized use, acts of nature and user abuse.
13. Develop an in-house database and other programmes to ensure safe custody of data and information.

23. SENIOR FINANCE OFFICER
Nature and Scope
The successful candidate will report to the Manager, Payments and Data Assurance. She/he is required to be keen and ensure attention to the details while at the same time ensuring that transactions are timely processed. She/he must have excellent communication skills and a good writing skill for reports preparation.

Key Responsibilities
1. Process all financial transactions for the bank and managed funds ensuring they are correctly and timely accounted for through the banking system to facilitate correct reporting.
2. Handle service providers’ payments on continuous basis.
3. Handle all taxes related to services including Value Added Tax, withholding tax, excise duty, stamp duty and payroll taxes ensuring that they are correctly calculated, accounted for and timely paid.
4. Handle accounting of payroll and preparing related reports.
5. Ensure that all bank’s income from own activities and managed funds is correctly and timely accounted for.

1. To store and manage records, data and information.
2. To arrange records and documents in respective file cabinet in the registry.
3. To ensure timely filling of all incoming mail and routing same to respective officers.
4. To ensure that files are handled properly and returned to the registry after action by the responsible officer.

6. To sort, list and arrange file records according to classification for easy retrieval.

Nature and Scope
The successful candidate will work in the Directorate of Legal and Secretariat Services and report to the Legal Manager. She/he will be responsible for statutory registrations, representing the bank in litigations, assisting the Manager in arranging Board meetings and providing legal advice to staff and Management.

Key Responsibilities
1. Provision of sound legal advice (whether informal or formal/written legal opinions) as requested from time to time by the Management, Departments, Staff and the bank at large.
2. Assist in preparation of litigation and law firms’ management policy, Advisory Framework and other policies/ work frames as may be required from time to time.
3. Act as solicitor to the bank and assist in preparation of documents for civil suits/litigation.
4. Represent the bank in all legal matters outside the bank and in Courts of Law and Tribunals.

SYSTEM AND HARDWARE ADMINISTRATOR (1 Position)

3.1. Role
System and hardware administrator shall be responsible for managing data center infrastructure that include a variety of IT equipment and systems such as physical and virtualized servers, storage systems and Disaster Recovery (DR) solution. These IT equipment are supported by power, cooling and telecommunication systems.

3.2. Key Responsibilities

  • Plan for capacity, performance and service availability of all servers and storage in line with business needs.
  • Work with application/project teams and 3rd party partners to plan, design and implement IT infrastructure, to meet existing and growing needs of the business.
  • Monitor and take action if there are issues.
  • Work with vendor in resolving issues and tracking progress to completion.
  • Complete day to day operations and administration tasks of virtualized and physical server infrastructure including provisioning of development, testing and production environments to application teams as needed.
  • Manage storage resources throughout their lifecycles.
  • Storage Management LUN assigning, tiring for new server and maintain High Availability (HA).
  • Ensure that servers and services are appropriately updated and patched, ensuring system security and reliability.
  • Initiate and manage upgrades and procurement of replacement equipment as required
  • Plan, implement and manage backup and Disaster Recovery solutions.
  • Maintain high standards in terms of written materials/documentation, including system level documentation, infrastructure/incident reports and monitoring anomalies.
  • Upgrade and new installations of Equipment (Servers, Storage)
  • Perform any other related duties as may be assigned by the supervisor


3.3. Required Minimum Qualification:

  • Bachelor Degree in Computer Science, Information Technology or any closely related field from an accredited college or university.
  • Professional training (certifications shall be an added advantage) in the following areas: VMware, Windows Server, CCNA, CCNP, HP Servers and Storages.


3.4. Required Knowledge, Skills and Experience

  • Must have 3+ years of experience in managing and support ICT infrastructure.
  • Strong knowledge and experience in virtualization technologies.
  • Experience in managing HP 3 par storage
  • Experience in troubleshooting and resolving hardware and network problems.
  • Knowledge of Disaster Recovery (DR) techniques.
  • Experience working with Windows server, including Active Directory, SPNs and proper disk configurations.
  • Good communication and documentation skills.


3.5. Age limit: Below 45 years.
