1. DEPUTY MANAGING DIRECTOR
Nature and Scope
The successful candidate will report to the Managing Director. She/he
will provide leadership and steer the development of business and
expansion of the bank’s core operations ensuring effective and efficient
operational policies and procedures are in place and maintain a high
level of bank’s performance.
Key Responsibilities:
1. Organise, control and direct the functions of Zonal Offices,
Directorates of Strategic Planning and Corporate Affairs, Development
Financing, Portfolio Management, Managed Funds Administration and
Technical Department to ensure superior service offering to all bank
customers, efficient utilisation of the bank’s resources, reduction of
credit losses through implementation of robust risk management process
and strict adherence to the bank’s operational policies and procedures.
2. Appraise the bank’s performance on a continuous basis to ensure all
activities of these Directorates/Departments are profitable.
3. Develop and enhance the existing operational systems and establish
new ones in order to facilitate effective costing, monitoring and
evaluation of the bank’s products performance.
4. Contribute to the development process and marketing of all the
products of the bank and develop mechanisms that ensure customer service
is improved on a continuous basis.
5. Ensure growth in the bank’s portfolio and customer base through effective marketing and customer oriented activities.
6. Develop strong, effective and profitable client relationships and
networks that can be leveraged to result in revenue growth and customer
satisfaction.
7. Lead the development and documentation of work plans for four
Directorates and One Independent Department and; ensure timely
implementation, monitoring and evaluation of the plans.
8. Participate and contribute to the development of the bank’s corporate
strategy and management committee meeting including, Board of Directors
meetings.
9. Coach, mentor and develop the Directors and Department Head to ensure
the development and sustenance of a performance driven and results
oriented culture within the business units.
10. Where delegated, sign official bank documents on behalf of the Managing Director.
11. In the absence of the Managing Director, manage all bank’s business
and represent the bank on executive business/ government forum.

Qualifications, Knowledge, Experience
1. Must possess a Master’s Degree in Business Administration, Finance,
Economics or related field from a recognized University/ Institution.
2. Possession of a professional banking qualification will be an added advantage.
3. Minimum of ten (10) years’ working experience in banking of which,
five (5) must be at Senior Management level with key experience on core
banking functions and management of multiple stakeholders.
4. Excellent relationship management and communication skills required

2. DIRECTOR, STRATEGIC PLANNING AND CORPORATE AFFAIRS
Nature and Scope
The successful candidate will report to the Deputy Managing Director and
functionally to the Deputy Managing Director. She/he will be
responsible to provide leadership and steer the development and
expansion of the bank’s core business operations, ensuring effective and
efficient operational policies and procedures are in place and
maintaining a high level of performance.
Key Responsibilities
1. Develop business strategies and plans for the bank and oversee their implementation.
2. Identify and develop new projects using the programme and value chain approaches.
3. Undertake research and analysis of the national economy and business
environment to support the strategic planning process and business
development.
4. Develop and market products and services of the bank.
5. Undertake communication and publicity for the bank.
6. Identify and manage line of business changes and build ongoing
partnerships with government leaders, key stakeholders and business
partners for effective change management.
7. Coordinate TIB efforts aimed at establishing and maintaining
collaborations and partnerships with other DFIs for the purpose of
sharing knowledge and business.
8. Coordinate the bank’s strategic planning process and performance evaluation.

3. DIRECTOR, DEVELOPMENT FINANCING
Nature and Scope
The successful candidate will report to the Deputy Managing Director.
She/he will be responsible to implement policies, procedures, decisions
and strategies for financing development projects and activities. She/he
will be undertaking projects appraisal and coordinate approval
processes, structuring and control of related loans and other types of
finance.
Key Responsibilities
1. Develop and Implement the bank’s investment and related policies,
2. Obtain client information necessary for the appraisal of the
investment propositions, review financial, technical, economic, social,
environmental or any other parameters affecting or that could influence
projects and incorporate appropriate mitigation factors.
3. Ensure thorough risk control in investment appraisals, and such
appraisals are preferably done by teams comprising of individuals with
varied professional backgrounds.
4. Submit Investment Memorandum in relation to proposed financing facilities and ensure smooth processing of all applications.
5. Prepare and ensure issuance of offer letters to the client based on the approved Investment Memorandum.
6. Maintain and regularly update investment approval pipeline, ensuring
that all conditions precedent are met timely to facilitate mobilization
of funding and disbursements as per schedule.
7. Review investment and related policies, manuals, processes and
procedures regularly for identification of areas needing improvement and
submit the same for supervisor’s review and action.
8. Maintain good working relationship with other divisions, zones, departments and units as well as external stakeholders.
9. Review and coordinate designing and implementation of departmental
work plans and cooperate with other departments within the Directorate
so as to ensure that the division plans are well and timely planned.

11. Liaise with Project Procurement and Technical Department to ensure
that project service providers are sourced competitively and

4. DIRECTOR, PORTFOLIO MANAGEMENT
Nature and Scope
The successful candidate will report to the Deputy Managing Director.
She/he will be responsible for administering the bank’s loan portfolio.
She/he will also be responsible for monitoring and supervision, credit
administration and loan recovery activities.
Key Responsibilities
1. Advise management on the bank’s credit management policy and liaise
with other departments to ensure compliance with the bank’s policy and
relevant procedures.
2. Administer the bank’s loan portfolio.
3. Ensure proper supervision and monitoring of projects under implementation and operating borrower companies.
4. Ensure timely submission of periodic reports on production, sales, finance and investment for operating borrower companies.
5. Ensure regular preparation of portfolio review reports and alert relevant departments on required actions.
6. Ensure performance of annual/periodic reviews of the lending portfolio.
7. Ensure restructuring and performance of remedial management of
non-performing assets and where necessary institute appropriate recovery
measures.
8. Supervise disposal of recommended assets of organizations/companies

5. DIRECTOR, MANAGED FUNDS
Nature and Scope
The successful candidate will report to the Deputy Managing Director.
She/he will be responsible for administering special funds placed at the
disposal of the bank from the Government through Ministry of Finance,
Bank of Tanzania and other Government Agencies for various projects as
proposed by the government.
Key Responsibilities
1. Solicit funds for administration and projects for management.
2. Collection of non-interest income for the bank.
3. Collection of loans from beneficiaries and remitting the same to principals (Fund owners).
4. Collection of management fees from respective clients and agencies and remitting the same to the bank.
5. Administering all disbursements to beneficiaries and making sure the funds are utilized for the intended purposes.
6. Periodic monitoring and supervision of all projects.
7. Preparation and submission of periodic reports to principals.
8. Attending technical and steering committees arranged by Principals.
9. Preparation of Books of Accounts for auditing of all funds managed by the Directorate.

6. DIRECTOR, LEGAL SERVICES AND SECRETARY TO THE BOARD
Nature and Scope
The successful candidate will report to the Managing Director. She/he
will be responsible for advising the Board of Directors, Managing
Director, Management and staff on all legal issues affecting the bank’s
operations.
Key Responsibilities
1. Coordinate matters pertaining to the administration of Board affairs,
Board appointments, meetings and all related issues as required by law.
2. Provide expert, written or oral, legal opinion to the Managing
Director, various committees, Board of Directors and the Departments.
3. Prepare, execute and register all contracts and legal documents.
4. Act as a solicitor, prepare documents for civil suits/litigation,
advise on the retention of lawyers or conduct court cases for the bank.
5. Check all legal issues pertaining to loan applications before, during
and after approval to ensure the bank’s interests are safeguarded.
6. Co-manage receiverships with the bank’s appointed Receivers/Managers in all receiverships.
7. Liaise with Companies Registrar and file annual returns accordingly.
8. Prepare plans and budgets for the Directorate.
9. Review work performance of staff in the Directorate including their

Qualifications, Knowledge, Experience
1. Must possess a Bachelor Degree in Law and LL.M in commercial laws from a recognized University/Institution.
2. Should be registered as an Advocate in accordance with the laws of Tanzania.

4. Should have knowledge in banking law and practice.

7. DIRECTOR, FUNDS MOBILIZATION
Nature and Scope
The successful candidate will report to the Managing Director. She/he
will be responsible to ensure that the bank is well funded, funding
costs are well managed and all regulatory limits are well observed.
Key Responsibilities
1. Prepare and manage the bank’s funding strategy.
2. Maintain constant communication with long term fund providers to ensure consistency in the bank’s funding plan.
3. Advise the Management on the overall cost of funds for the bank.
4. Advise and source long term financing.
5. Advise the Management on any available investment opportunities.
6. Prepare documents required for fundraising and coordinate with
external advisors where appropriate in sourcing longer term financing.
7. Ensure that there is enough liquidity for recurring and maturing obligations.
8. Coordinate the Assets and Liabilities Committee (ALCO) of the bank.
9. Custodian of asset pricing for the bank.
10. Manage liquidity of the bank.
11. Ensure continuous engagement with the Government to solicit additional investment into the bank.
12. Preparation of quarterly ALCO reports for submission to the Board.

Qualifications, Knowledge, Experience
1. Must possess a Bachelor Degree/Advanced Diploma in Finance, Commerce,
Accounting, Banking or related discipline and related Post Graduate

3. Minimum of seven (7) years’ working experience in Asset and Liability
Management (ALM) role in a banking/financial institution of which, five
(5) must be in a senior position in related function.

8. CHIEF INTERNAL AUDITOR
Nature and Scope
The successful candidate will report functionally to the Board and
administratively to the Managing Director. She/he will be responsible to
provide an independent and objective appraisal of the existence and
effectiveness of financial, accounting and operational systems within
the bank. She/he will work closely with Director of Finance and External
Auditors, in the preparation of the financial reports including tax
computation and ensuring compliance with the guidelines from the
regulating bodies.
Key Responsibilities
1. Plan, budget and schedule audit operations within the bank.
2. Prepare and update the Board Audit Charter, Internal Audit manual, audit policies, procedures and systems.
3. Review, appraise and report upon the soundness, adequacy and application of financial and other management controls.
4. Conduct special audits and investigations and; present management audit reports to the Board.
5. Analyze data for evidence of deficiencies in control, duplication of
effort, extravagance, fraud or lack of compliance with approved
management policies, procedures, laws and government regulations.
6. Ensure that audit reports and recommendations including those by the
external auditors and Bank of Tanzania (BOT) examiners are implemented.

9. HEAD, RISK AND COMPLIANCE
Nature and Scope
The successful candidate will administratively report to the Managing
Director whilefunctionally will report to the Board Audit and Risk
Committee. She/he will be responsible for facilitating the development
of sound risk practices and technologies for the bank and in
collaboration with business units and other specialists, partnering with
them in identifying best practices and control gaps. She/he will also
assess risk of new processes and procedures, products, and provide
policy recommendations based on findings.
Key Responsibilities
1. Ensure that the bank is in compliance with all the applicable internal procedures and external regulatory requirements.
2. Prepare and review risk management reports and; ensure limit excesses, exception and non-compliances are promptly addressed.
3. Develop a sound long term strategic direction and implementation plan for the bank’s risk policies.
4. Manage and review the adequacy of risk analysis process, risk ratings and stress testing as part of Credit Risk process.
5. Provide mechanisms for the bank’s compliance with risk capital allocation subject to regulatory requirements.
6. Review credit reports prepared by the Credit Risk Officer and make
appropriate recommendations where a product is leading to higher losses
and prepare early warning reports.
7. Coach, mentor and develop junior risk specialists and ensure
consistent application and interpretation of risk policies to all bank’s
staff.
8. Review adequacy and appropriateness of the information used in the
evaluation of the customer credit applications done by the Credit Risk
Officer.
9. Ensure continuous improvement of the Management Information System
and reports (related to credit risk) to ensure they remain relevant,
reflect credit risk appetite and are useful to provide the management
with information for use in decision making.
10. Report and provide recommendations on the bank’s credit governance standards.
11. Develop and revise risk requirements documentation for various aspects of strategic solutions.
12. Review and approve products/services programmes and ensure all risk
requirements are met before rollout of the products or services.
13. Identify and investigate the root cause of errors/frauds and provide recommendations on solutions and follow-ups.

10. DIRECTOR OF FINANCE
Nature and Scope
The successful candidate will report to the Managing Director. She/he
will be responsible for maintenance of books of accounts, financial
reporting and all back-office operations. She/he will supervise the
financial budgeting process and reporting, payment to suppliers,
disbursement of loans as well as formulation of controls to safeguard
the financial resources of the bank.
Key Responsibilities
1. Co-ordinate budgeting exercise including production of regular budget reports and budgetary control.
2. Advise the company on tax matters i.e. VAT, corporate tax, PAYE,
withholding tax, to ensure statutory compliance and prepare the relevant
monthly/annual returns.
3. Provide support to the Funding division when assessing funding
requirements and managing cash on a daily basis including investing the
excess funds and managing minimum requirements.
4. Prepare quarterly, bi-annual and annual statutory accounts in line
with accepted accounting standards and liaises with external statutory
auditors.
5. Supervise the division and monitor financial information on a daily
basis to ensure that accounting records are accurately and properly
prepared and maintained.
6. Supervise disbursement of loans to borrowers approved by the bank.
7. Design and implement internal financial controls.
8. Supervise the auditing of the bank’s financial statements done by the external statutory auditors.
9. Monitor cash requirements/position in collaboration with the Director of Funds Mobilization.
10. Preparation of all statutory and regulatory reports in line with accepted accounting standards.
11. Provide guidance to the Management on issues pertaining to accounting as well as financial and regulatory reporting.
12. Review work performance of staff in the Directorate including their

Qualifications, Knowledge and Experience
1. Must possess a Bachelor Degree/Advanced Diploma in Accounting,

11. DIRECTOR, HUMAN RESOURCES AND ADMINISTRATION
Nature and Scope
The successful candidate will report to the Managing Director. She/he
will be responsible to initiate, develop and ensure implementation of
appropriate human resources and administration policies and procedures
to ensure that the bank attracts, motivates and retains the right
caliber of staff.
Key Responsibilities
1. Develop appropriate human resource/administration policies and procedures and ensure their effective implementation.
2. Prepare budget in area of influence, obtain approval and control expenditure within budget.
3. Monitor the compensation and benefits trends in the market to ensure
bank’s benefits are fair and consistent and advise management
accordingly.
4. Prepare recruitment plans, coordinate the recruitment, induction, placement and overall manpower planning for the bank.
5. Coordinate the performance management system of the bank and ensure its implementation by all business units.
6. Guide management and staff on all matters relating to industrial employee relations.
7. Coordinate the records management process, provide messenger services and oversee the registry function of the bank.
8. Coordinate the capacity building strategies for the bank and monitor bank’s training programs.
9. Provide an efficient office and other administrative services

12. DIRECTOR, INFORMATION AND COMMUNICATION TECHNOLOGY
Nature and Scope
The successful candidate will report to the Managing Director. She/he
will coordinate development and implementation of Information
Communication Technology (ICT) Strategy in order to facilitate and
support smooth operations of the bank.
Key Responsibilities
1. Plan, develop, implement and manage the integrated ICT strategy to
facilitate effective data processing and information management.
2. Ensure ICT related investments are able to achieve the expected business objectives at optimal costs.
3. Plan on upgrade, customization of systems and introduction of new
systems to enhance performance, integrity and information
administration.
4. Ensure ICT related risks are maintained at acceptable levels. This
includes conducting regular security assessment to identify threats and
vulnerabilities, implement appropriate and cost effective security
solutions, and ensure compliance with laws, regulations, policies and
contractual agreements.
5. Ensure ICT resources are properly managed to support current and
planned business operations in efficient manner. This includes proper
management of People, Information, ICT Infrastructure and Application
Systems.
6. Develop the company’s information systems training programmes in
conjunction with line management and ensure its continuous and effective
implementation.
7. Ensure business continuity in case of natural or man-made disasters
by maintaining active disaster recovery site, latest backups for all
application systems.

13. HEAD PROCUREMENT MANAGEMENT UNIT
Nature and Scope
The successful candidate will report to the Managing Director. She/he
will be the Head of Procurement Unit and Secretary to the Tender Board.
She/he will advise and lead Management and staff on procedures to be
followed in procurement to ensure conformity with Public Procurement
Act, its Regulations and Public Procurement Regulatory Authority (PPRA)
Guidelines. She/he will provide expertise and services in procurement,
storage and supply of goods and services for the bank.
Key Responsibilities
1. Provide high level advice and services to Management and departmental
officers in relation to procurement, supply and contracting activities.
2. Oversee significant procurement projects by taking responsibility for
significant purchase plans, tender development, tender management,
evaluation advice, contract negotiations and drafting, development of
contract management frameworks and assistance with contract dispute
mediation.
3. Monitor marketplace changes and other contemporary issues as they

Nature and Scope
The successful candidate will report to the Deputy Managing Director.
She/he will have overall responsibility for the development of business
and management of corporate relationships including monitoring of
projects in the Zones. She/he will also be responsible for the day to
day administrative functions of the Zonal Office.
Duties and Responsibilities
1. Scan zonal business environment to identify potential projects for
the bank and acquire in depth knowledge of key business opportunities
within the zone.
2. Identify business opportunities and develop good customer
relationships including cross selling of all TIB products to achieve set
targets.
3. Stay up-to-date with all key developments affecting bank’s business
within the zone and maintain client relationships including visiting
existing customers periodically.
4. Undertake physical site visits to observe ongoing operations and
prepare report on each customer visit, highlighting all major
business/environmental issues pertaining to the credit/customer, and
including recommendations as appropriate.
5. Prepare monthly business development reports highlighting efforts made and success attained over the period.

15. MANAGER, PAYMENTS AND DATA ASSURANCE
Nature and Scope
The successful candidate will report to the Director of Finance. She/he
is responsible for data quality and their capture in the banking system,
payment to all service providers of the bank including statutory
payments as well as providing payment services to bank staff &
proper maintenance of the General Ledger. She/he is also responsible to
account for and manage taxes arising from payments that the bank makes
such as withholding tax and Value Added Tax.
Key Responsibilities
1. Ensure that all financial transactions (both own and for managed
funds) are properly accounted for in the banking and other accounting
systems by reviewing the data capture journals on daily basis and
maintaining the relevant accounting records properly.
2. Review the General ledger accounts and ensure that all accounts are
properly described and classified as per approved chart of accounts.
3. Responsible for opening new internal accounts.
4. Handle the banks payments to service providers and resultant taxes including VAT and withholding tax.
5. Account for staff loans – both payments and collections.
6. Account for staff safari imprests and official advances ensuring they
are timely retired and any new advances are made to only deserving
staff.
7. Account for the bank’s payroll including ensuring that payroll related taxes and other payments are properly done.
8. Ensure Tanzania Revenue Authority returns for all taxes are correctly and timely prepared and submitted.

Services. She/he shall ensure that the bank is well advised on all legal
issues involving its operations.
Key Responsibilities
1. Assisting in the mitigation of the bank’s legal risk by provision of Legal Advisory Services to the bank.
2. Providing advice on deal structuring in terms of collaterals, review
and preparation of Contracts whereby the bank is a party thereto.
3. Advising Human Resource Department on Labour related matters and

The successful candidate will work in the Directorate of Legal and

Documentation. She/he will be involved in all legal matters related to
loan and credit applications including documentation, security
perfection and loan recoveries
Key Responsibilities
1. Collation of all information required for drafting of facilities’
letters, security documents and other documentations as required.
2. Check all legal issues pertaining to loan applications before, during
and after approval to ensure the bank’s interests are safeguarded.
3. Prepare, execute, register, monitor loan documents, statutory
registrations and ensure fulfilment of pre-disbursement conditions.
4. Assist in ensuring that borrowers fulfill all statutory requirements,
terms and conditions in the loan agreements at all times.
5. Ensure that annual fees for all the security documents (i.e.

6. Liaise with the Loan Workout Department in all recovery processes
from issuing of demand letters, statutory notices and appointment of law

The successful candidate will work in the Internal Audit Department and
report to Chief Internal Auditor. She/he will be responsible for
providing an independent and objective assurance on the effectiveness
and efficiency of the core banking system, internal control and risk
assessment on Information Technology and Communication (ICT) systems.
Key Responsibility
1. Assist Chief Internal Auditor in developing Risk assessment and
annual audit plan with emphasis on IT systems and application.
2. Assist Chief Internal Auditor in developing and implementing Internal auditing manual, policies, procedures and program.
3. Assist Chief Internal Auditor to maintain and support IT infrastructure of the Audit Department.

Network Administration. She/he will be responsible for ICT security
design, implementation, documentation and performance tuning of bank
systems. She/he will be responsible for ensuring all systems are in line
with information security requirements of the bank, maintaining
up-to-date knowledge of the ICT Security Industry including awareness of
new or revised security solutions, improved security processes and the
development of new attacks and threat vectors.
Key Responsibilities
1. Coordinate development and implementation of information and
Communication Technology (ICT) strategy in order to facilitate and
support smooth operations for the bank.
2. Participate in advising Management on suitability of existing and new security solutions in ICT infrastructure.
3. Responsible for ICT security assessment including penetration
testing, prioritization of ICT risks and identification of relevant
security controls for implementation in the ICT infrastructure.

1. Process all financial transactions for the bank and managed funds

26. LEGAL OFFICER – (2 Vacancies)
Nature and Scope
The successful candidate will work in the Directorate of Legal and
Secretariat Services and report to the Legal Manager. She/he will be
responsible for statutory registrations, representing the bank in
litigations, assisting the Manager in arranging Board meetings and
providing legal advice to staff and Management.
Key Responsibilities
1. Provision of sound legal advice (whether informal or formal/written
legal opinions) as requested from time to time by the Management,
Departments, Staff and the bank at large.
2. Assist in preparation of litigation and law firms’ management policy,
Advisory Framework and other policies/ work frames as may be required
from time to time.
3. Act as solicitor to the bank and assist in preparation of documents for civil suits/litigation.
4. Represent the bank in all legal matters outside the bank and in Courts of Law and Tribunals.
5. Assist in provisioning of secretarial services to the bank’s committees and arrange meetings.
6. Advise Human Resource Department on Labour matters and proper
disciplinary actions to be taken including adherence to procedures.
7. Prepare loan/security documents and ensure registration of the security documents at the relevant registries.
8. Assist in following up on decisions made in meetings by the Board and Management.
9. Ensure that borrowers fulfil all statutory requirements (under the
Companies Ordinance, Bank of Tanzania regulations/guidelines or any
others) at all times.
10. Perform any other related duties as may be assigned from time to time by the Supervisor.
Qualifications, Knowledge and Experience
1. Bachelor degree in Law (LL.B) from a recognized University/Institution.
2. Must be a Registered Advocate with a valid practicing certificate.
3. Experience will be an added advantage.
4. Excellent written and oral communication skills with ability to prepare legal documents in a concise and focused style.

27. FINANCE OFFICER – (2 Vacancies)
Nature and Scope
The successful candidate will report to the Senior Finance Officer.
She/he will process different transactions including payments and
reconciling bank accounts as well as internal accounts. Depending on
work assigned, she/he is responsible for actual booking/posting of
transactions in the accounting/banking system. The reconciliation and
payment roles will be separated in actual execution. A number of reports
are also prepared and therefore the she/he must be good communicator
with essential skills in report writing. She/he is required work hard
and be willing to learn.
Key Responsibilities
1. Confirm and settle all funding transactions and at the same time
follow up for confirmation from counterparties and ensure receipt of
funds from them.
2. Prepare reports on Funding activities eg. Unconfirmed transactions, unsettled deals etc.
3. Write payment vouchers, transfer instructions and cheques, ensuring they are properly signed, posted and filed.
4. Reconcile bank and internal accounts ensuring that all reconciling items are timely resolved.
5. Account for banks receivables and payables ensuring timely receipt of all receivables and maintain only genuine creditors.
6. Account for all taxes ensuring that the bank is not negatively exposed.
7. Prepare compliance reports related to financial reporting.
8. Reconcile the bank’s fixed assets management system.
9. Perform any other related duties as may be assigned from time to time by the Supervisor.
Qualifications, Knowledge and Experience
1. Bachelor Degree/Advanced Diploma in Accounting, Finance or related discipline from recognized Institution.
2. Experience will be an added advantage.
3. Must be registered with the National Board of Accountants and Auditors (NBAA).
4. Possession of professional accountancy qualification such as
Certified Professional Accountant (CPA) will be an added advantage
5. No prior work experience is required. Possession of work experience
in related fields at a reputable institution will be an added advantage.
6. Highest degree of integrity, excellent and well developed interpersonal and organizational skills.
7. Must be a team player, very self-motivated, fast learner and able to
manage and prioritize work load with minimum supervision.
8. Must be computer literate.
